Chhattisgarh State Skill Development Authority (CSSDA) works to strengthen skill development across the state by enabling educational institutions—especially high schools and above—to operate Skill Development Centres after academic hours without affecting regular educational activities. By allowing capable private agencies to utilize existing infrastructure, the state can significantly expand training capacity without requiring large public investments in new buildings, thereby reducing the overall cost of skill development.
With full financial and administrative authority, the state operates centrally supported missions such as the Skill Development Initiative Scheme (SDIS) to ensure smooth and effective implementation of skill development programmes. CSSDA regularly engages with central and state government departments, semi-government bodies, private sector institutions, NGOs, and organizations involved in skill development to gather suggestions and compile sector-wise and stream-wise plans for training and monitoring.
The Authority collects district- and block-level information on skill development activities, prepares sectoral case studies based on labour, education, skills, employment, and self-employment needs, and identifies areas requiring targeted interventions. At the block and panchayat levels, CSSDA encourages community participation by mobilizing volunteers to support sector-wise and stream-wise skill development initiatives and to strengthen village-level outreach.
CSSDA ensures effective coordination among all institutions involved in skill development and oversees the monitoring, evaluation, and continuous improvement of training activities across the state.
Chhattisgarh has developed strong institutional frameworks to ensure coordinated and effective implementation of skill development initiatives across the state. These efforts reflect the Hon’ble Chief Minister’s vision of promoting inclusive growth and enabling every individual—especially youth—to access quality skill training and meaningful livelihood opportunities.
To strengthen skill development at the grassroots level, Livelihood Colleges have been established in every district of Chhattisgarh. These colleges are fully dedicated to delivering a wide range of skill development programs, ensuring accessibility, industry relevance, and high-quality training for both urban and rural youth.
In addition, high schools and higher educational institutions are encouraged to allow competent private agencies to operate as Vocational Training Providers (VTPs) after regular academic hours. This model leverages existing institutional infrastructure, increases private sector participation, expands training capacity, and significantly reduces the need for additional public investment in new buildings—resulting in lower training costs and wider access to skill development opportunities across the state.
Through these combined efforts, the state aims to build a robust, efficient, and inclusive skill development ecosystem that empowers youth and supports sustainable economic growth.
